Facility Overview
The Chicago facility has been operated by IWS since mid-2002. The property is
leased from Stony Island Reclamation. The 0.9-acre facility is located in the
Calumet City area. Liquid Recovery Systems, Inc., operated the facility prior
to 2002. The property was undeveloped prior to commencement of construction of
the facility in 1987.

Used Oil
The Illinois Environmental Protection Agency (IEPA) has adopted 40 CFR 279
which regulates used oil activities, including transportation, storage,
processing and sale of the material. IWS operates under air permit# 031600FEP,
operating permit# 1994-552-OP and supplemental permit# 2001-395-SP. IEPA is
required to inspect used oil facilities annually at a minimum. IEPA performs a
RCRA compliance inspection as a part of their annual inspection. Copies of
inspection reports can be provided upon request.

Industrial Wastewater Discharge
In Cook County, the Metropolitan Water Reclamation District of Greater Chicago
authorizes discharge of pretreated wastewater to the sanitary sewer. IWS is
regulated as a Centralized Waste Treatment (CWT) facility operating under the
requirements of 40 CFR 437 (Environmental Protection Agency). IWS operates
under discharge authorization# 25416-3.2. IWS has an operating permit with the City of Chicago. IWS operates in
accordance with permit# 002-LW-2008. This permit requires review on an annual
basis. These entities inspect industrial users frequently. Copies of inspection

Facility Overview
The Jacksonville facility has been owned and operated by IWS since 1986. The
1.6-acre facility is located in Duval County. This facility was retrofitted
from a former fuel (diesel, kerosene) storage facility, which was built around
1950.

Used Oil/Petroleum Contact Water (PCW)
The Florida Department of Environmental Protection (FDEP) issues the IWS permit
that regulates used oil and PCW activities, including transportation, storage,
processing and sale of the material. IWS operates under EPA ID# FLD 981928484
(40 CFR 279) and Used Oil Permit# HO 16-308146 (FAC 62-710). This permit
expires November 20, 2007. Prior to April 14, 1996, IWS operated under an EPA
Part A Permit Application. IWS submitted this application to obtain interim
status to process D018 (benzene) hazardous waste. As this material may now be
managed as PCW under the Florida PCW Rule (FAC 62-740), IWS no longer operates
as a RCRA facility. FDEP is required to inspect used oil/PCW facilities
annually at a minimum. FDEP performs a RCRA compliance inspection as a part of
their annual inspection. Copies of inspection reports can be provided upon

Industrial Wastewater Discharge
The Jacksonville Electric Authority (JEA) operates the POTW on behalf of the
City of Jacksonville. As such, JEA issues the industrial user discharge permit
that allows IWS to discharge pretreated wastewater to the sanitary sewer. IWS
is regulated as a Centralized Waste Treatment (CWT) facility operating under
the requirements of 40 CFR 437 (Environmental Protection Agency). IWS operates
under IUDP permit# 019, which expires February 1, 2009. JEA is required to
inspect industrial users annually at a minimum. Copies of inspection reports
can be provided upon request.

Tank Cleaning
In accordance with the Oil Pollution Act of 1990 (OPA90), IWS received a Letter
of Adequacy from the Coast Guard June 12, 2006. The letter of Adequacy expires
five years from the date on the "Examined by the U.S. Coast Guard" stamp. This allows IWS to pump over water for Tank Cleaning
Operations. Tank Cleaning Operations has the ability to clean tanks or vessels
aboard ships as well as on land. For specific questions about tank cleaning

| Facilities - Mobile | ||||||||||||||||||||
Facility Overview
The Mobile facility was built by and has been operated by IWS since 1995. The
property is leased from the Mobile Airport Authority. The two-acre facility is
located in the Brookley Field Complex, Mobile County and was formerly a
military warehouse. The building had been removed, leaving a concrete slab
covering most of the site. IWS also operates a marine industrial tank cleaning

ADEM periodically inspects used oil facilities. ADEM performs a RCRA compliance
inspection as a part of their annual inspection. Copies of inspection reports
can be provided upon request.

discharge pretreated wastewater to the sanitary sewer. IWS is regulated as a

40 CFR 437 (Environmental Protection Agency). IWS operates under SID permit# IU
41 49 00418. This permit expires January 31, 2009. IWS has a contract with the
City of Mobile that allows discharge to their POTW. IWS operates in accordance
with Contract# 001. This contract expires May 1, 2009. ADEM is required to
inspect industrial users annually at a minimum. Copies of inspection reports

Tank Cleaning
In accordance with the Oil Pollution Act of 1990 (OPA90), IWS received a Letter
